I just caved and created dummy villagers so I could put paths up around my town. WHOOPS.

That's in addition to the ten villagers. They're all human PCs, so they don't count towards the villager total!

When you start the game, you have the option to continue or start a new save file. If you start a new file, the villager won't be mayor of his own town, but a resident in yours.
