President Bush signed a directive May 9 that essentially allows the president, in a "catastrophic emergency," to take over all government functions and direct all private sector activities in order that the country emerge from the catastrophe with an "enduring constitutional government."

The "National Security and Homeland Security Presidential Directive" allows the president to assume all these functions until the emergency is declared over.
