They actually pay for real cops to come to these events if they want high security. My cousin is a cop outside of the DC area, and he's often recruited to do security at concerts and other profile events. That way people can actually be arrested, not just detained by a security guard until the real police arrive. He normally gets paid about a week's salary for a few hours of work. high
