Until someone smarter replies, I'll say I'm pretty sure they are different.

One is a chemical to block sex-hormone receptors, like to make sure amab teens' bodies won't produce/absorb testosterone.

Another is Hormone Replacement, which is often prescribed to post-menopausal afab women to artificially replace the sex hormones their body is no longer producing as much of; the biological process is the same for trans people - artificially replace the sex hormones that their body doesn't produce enough of to match their gender identity.

HRT = hormone REPLACEMENT therapy. You're replacing hormones that are missing. Cis people use hrt if their levels of the appropriate hormone are low, as do trans people.

Puberty blockers block hormones associated with puberty, preventing the development of secondary sexual characteristics and other changes a person would go through during puberty. They are primarily used for children with precocious (early) puberty and thus are intended to be used from an early age. For trans children, it gives them time to develop mentally so that they can make an informed decision about hrt, while allowing them to avoid going through a puberty that might be traumatic and makes it easier to transition when they do so.
