Maybe it varies by state, but there's a difference in tenant laws for those who are renting and those who lost their home due to a bank foreclosure, and for foreclosures your ass has to be out. You knew the property was going to get taken from you in ample enough time to make other arrangements. I would have the sheriff put his ass out and the locks changed.
I fully support tenants having rights and protection, even ones whose homes were foreclosed because sometimes, for various reasons like health or family issues, even the "ample enough time" might not actually be ample enough to find something you can afford. However, their overall situation should be taken into consideration, and this is surely not Spacey's only home/property!? Also, despite his legal debts, he should have the means to rent a storage and pay a moving company. So yeah, kick his ass out! (I wonder why he didn't sell it himself in the first place, he could've got more money for it...)
I can agree with tenants having rights and protections because some LLs are shitty, but I've seen too many people take advantage and simply decide to not pay rent, or know they can't pay but don't make other arrangements. Here in IL once your house is sold at foreclosure you have X amount of days to leave before the sheriff puts you out and changes the locks, and people get super spiteful and shitty (pouring concrete down sinks, toilets and tubs, deliberating destroying things, etc). He has resources to leave and resources to sell before things got to this point; it looks like he simply stopped paying.

Tenants - even illegal ones who aren't paying - still have a fair number of rights in many states.
