I read somewhere that Meryl chose to speak on a calm, low voice because Miranda would be more intimidating that way. She was inspired by Clint Eastwood "He never, ever, ever raises his voice and everyone has to lean in to listen, and he is automatically the most powerful person in the room.
And what a great choice she made.

Yeah, the version of Miranda in the book is screaming all the time if I remember correctly so I liked the more "quiet with a big stick" energy she brought to the character
