Fwiw, “first on the call sheet” can mean “for the day”, hence why it would be possible for it to be Hugh.

Those numbers are also used to list what actors are in each scene being shot (ex. Scene 32 will have Actors #1, 4, 12), so they don't change. Actor #1 is Actor #1 for the full shoot.
