It's Shania Twain. The reason you (and the rest of us) don't have any idea who this is because of the intense amount of plastic surgery she's had. Face and neck lift plus blepharoplasty for sure. Plus it looks like a ton of medical skincare like lasers, neuromods, filler, etc.
