Mostly is. A lot of actors, from beginning to a-list drive themselves. They usually have the option of driving themselves with mileage reimbursement, getting a car for the duration of the shoot, or getting a driver. There isn't a set standard or SAG or something rule as far as I know. I think the issue here is that based on the location she felt it would have been more secure to have them be driven to set, or given the option to which is fair. Especially given the context of the notoriety of the producers, and that it's a 100 million budget film.

i think it depends? my experience was if it's someone not from the area they tend to default to having a driver

In the UK (in Scotland anyway) we would accommodate them and have cast drivers to collect them for their call time and be on stand-by on shoot days, but we also have reliable public transport so they can get around on their off-days without a vehicle rental. Especially if they are on set for 14/15 hour days.

For A-list or top billing actors, they would usually have deal where they have a driver to themselves (so they can go straight back to their accomm or share their car with day-players.

Crew on the other hand - lol fucking drive yourself mate (is the attitude)

Depends on where they are staying/being housed and where they are filming. Usually if they are within about a 20-30 mile radius they are expected to drive in (if they live in the area like so many do in LA to the studios). If they are in somewhere foreign they are often driven in as they aren't expected to be able to drive in that country well. If they are in a city like New York or Chicago, they are often given a driver so they don't have to take a cab or a subway. Atlanta, it isn't absurd to drive yourself. She's making something bigger than it is. If she is being housed say in downtown and filming in Covington, then sure, get a driver. But if she's within about 20 minutes of where she's filming she's being a brat.

also bc it's a way production can make sure shooting happens on time if they're in control of transporting talent to and from set??? it's not even a courtesy thing, it's to make things move more smoothly

If you're working for enough days, they'll hire you as a local and give you a cost of living stipend instead of housing/car service/per diem. So they'll travel you to/from the filming city, but it's up to you to book your lodging/parking/car.

If you were only working for a few days/weeks, you'd get flights/car service/hotel/per diem.
