Directors usually...direct and inform the actors' acting decisions, so however brendan performed, it's exactly what marty wanted from him

I think when a normally good/decent actor puts out a weird performance I'd link it more to the direction they were given. If someone is consistently bad, or just all over the place, that's on them lol.

I mean...yes, but aside from cameron diaz (and i think that was just a huge miscast) you don't really see poor/out there performances in scorsese movies...especially a small role like this where when talking about it, clearly fraser gave exactly what scorsese wanted (and tbf he could just be lying and covering for him but if he really had an issue with it i would just see him not commenting on it)
