Interesting - but I don't see the connection as well as you. To change dues structure, they would need to vote it internally, and no vote on statutory laws/bylaws would occur until after negotiations are over anyway - why not get both?

I read this in Variety which backs your point, "As Variety previously reported, several sources say the group, which also include Emma Stone and Ben Affleck, are feeling discontented within the guild ever since talks broke down with the studios. They are looking for a path to jumpstart negotiations amid the economically devastating strike..... But members of the negotiating committee say the part of the proposal pertaining to member dues is not directly relevant to the issues that have stymied negotiations with the studios. "

A rich union still fights (or should!) - in this case, Drescher has already made her PR moves to seem a hardliner. It's entirely possible that she reversed course after being a tepid leader before the negotiations really kicked off. I hope that I'm not being overly naive, but I am hopeful, that since the writers won larger concessions, the actors will push, too.
