I always found it soo weird how he wrote himself into the show and only in scenes with Peyton on her own. It's so gross.

Had they been dating previously and then broke up? Why weren’t they talking? Was he just perving on her from afar with no prior relationship or something? I feel like I’m missing a piece of the story

No they never dated (she was dating Ian Prange for most of her run on the show I think). He was just obsessed with her and Danneel and constantly coming on to/stalking them, and he assaulted her a few times. Thats why she left when her contract was up.

Never dating. He was (is) a sexual and emotional terrorist. Unwanted touching and comments for years. They increased over time. These kids started the show around 20 years old. When the female cast members stopped entertaining their advances he got mad. Burton was his "favourite". She wasn't talking to him because he was a predator, in retaliation he wrote himself into the episode as a character she had to hug.

It was so obviously off, even at the time with none of this extra context all the actresses have shared since then. He wrote this weird self insert who was friends with Peyton, and all the writing around Peyton was so strange and violent and obsessive.
