It's about opportunity and power. People in their age range have their lives figured out for the most part and are not impressionable.
I'm in my late 30s and have a lot of co-workers aged 20-25, they look and act like babies to me. I can't imagine dating any of them, let alone a teenager.
There was more then one girl when I was High School who was 16-17 talking about their 20-22 old (or older boyfriends) like it was a normal thing. Some of them didn't have a great home life and who knows what kind of issues that they thought that way.
i have so many stories. one of my friends didn't have a great relationship with her parents and wound up leaving the day she turned 18 with a man she met online- he was 37. he picked her up from school, they left and got married.
