I think that would be the twist. The major crimes team comes in, uncovers the crime, the serial killer pleads guilty as MacArthur did, so the main conflict is our avatar characters coming to terms with the failures of the cops lower than them not doing their due diligence and cops like the chief of police being corrupt. And the viewer is assured that the team is the sweet spot.
