I have no clue but when you look at a blue check it just says they verified their phone number. Even dead people.

My theory it's just repurposing 2FA via SMS and that's why they removed that option for unsubscribed accounts a little while ago.

That is exactly what they've done. 2F has gone behind the paywall and that is masquerading as if it's actual identity verification. Of which they do none.

There's no meaningful verification whatsoever. You need a working phone number.
