Honestly I do think that adding a third non-binary category is the best option, at least in the short term. It will force studios to actually campaign and promote those movies bc they like to win awards, it'll force orgs like the Academy to watch movies with nb leads and supporting actors, just in order to fill the category, and it'll make trans and/or enby actors visible in a really significant way. With the way that trans men and women are already excluded from most award shows from the actor/actress categories, a third category seems like the best way to increase visibility and is, imo, the best chance to make the change for trans men and women to get more visibility too.
I can imagine a future where the acting categories are also genderless, but if the change was to happen right now it would just be men winning, so something else has to happen to push the change - and a third category is more likely to make it happen sooner than just waiting for society to watch up (or all the old white men in the Academy to die).
