Even if Heaven chose to believe his twisted story that Leigh kept coming to him and voluntarily had sex with him subsequently (which I do not believe), that does not erase or justify the fact that he raped a child who was living under his roof as his stepdaughter.
I don't think Heaven believed Tony, either, and I think that's why she had an emotional meltdown afterwards. She knows that she wasn't willing with Cal, even if that's how it was perceived by Kitty's family and Logan (fuck you, Logan), so of course she understands that Leigh was raped (even without Tony's horrifying description of Leigh fighting and screaming).
Heaven spent so many years believing that Leigh had this perfect existence in Boston and that her mother was an idiot for running away from these nice rich people. She needed to believe that everything would be better if Leigh had never met Luke and stayed with her family, now she discovers that actually her mother was also abused and raped by her stepfather, and Jillian, at the very least, was so unhelpful and unsupportive that Leigh ran off. It's devastating for Heaven on multiple levels. AND LUKE KNEW TONY HAD RAPED LEIGH AND HE STILL LET HEAVEN GO TO BOSTON TO MEET HIM. *headdesk*
The gross description where he said she would tremble and fight and scream but eventually ~succumb~ sounded like a load of crap.
I've read some accounts of family abuse and this part actually sounds pretty accurate. Leigh was 13 years old, there was no way she had the strength to fight off a fully grown man, of course she'd eventually stop fighting and screaming. There was no one coming to save her. :(
I had to dust off my copy of Dark Angel just to make sure I got the full quote correct because I remembered how much it grossed me out:
