IME straight Italian guys are very touchy feely and very comfortable physically showing affection to their friends (hugging cuddling etc) but definitely not kissing. The way the guys of Maneskin act is definitely meant to be in-your-face-sexual and a provocation, but also trying to show inclusivity in a way? Afaik none of the guys is on the record as being queer, they're more on the 'wouldn't rule it out' side, but I wouldn't call what they're doing queerbaiting, partly because Italy is stuck decades in the past re: queer rights compared to many major western countries - being sort of queer is not something that has any kind of mainstream appeal with the public, and I can't think of any real celebs who are out and make it a part of their image without getting pigeonholed into it. I really believe Maneskin are actually doing A LOT to normalise queerness in the eyes of your average italian great-aunt who watches the pope on tv every day and really believes she doesn't know any gay people, but knows who Maneskin are because they won Sanremo and are on daytime tv.

tldr, even if it turns out the boys are all straight, I really think they mean well. I think queerbaiting is something you can start to concern about if you're in an environment where general pop culture at least acknowledges that queer people exist, and Italy is very much behind on that.

I did some googling after and found out they also made out in Poland, and I'm pretty familiar with what's going on in the eastern bloc countries since it's where my paternal grandparents immigrated from. My grandfather came from Poland

They have what they call "LGBT-free" zones, so make of that what you will. Same shit that's going on in Russia and Chechnya, though they don't have concentration camps in Poland afaik. I'm sure there are fashy party leaders clamoring to follow their example, though
