I took it to mean that hot ugly guys are only hot because of their voice and/or body and ugly hot guys have features that in our minds shouldn't be hot because the symmetry isn't totally there but if anything that makes them more attractive to look at.

That's hot ugly IMO! ugly hot is not conventionally attractive but has a vibe that makes up for it.

To me "hot ugly" are the men who have features that you have been socialized to believe should make them hot, and there is a prevailing narrative in media that they are in fact hot ... but there's just something about them that makes them look like a rotting potato.

Yes. This is what I got too. Like, Zac Efron SEEMS like he should be hot and from certain angles he could be. But if you look closely at him, his eyes are close together and uneven (or were, before he fixed his one weird eye) and his eyebrows are too prominent, his lips are uneven as well as his jawline (or was, before he fixed it with fillers). So he is hot ugly.
