The representative from New Jersey’s third congressional district Andy Kim, has announced the winner of his district’s Congressional Art Competition: Kathleen Palmer, a senior from Shawnee High School in Medford, New Jersey. And her piece of art is inspired by none other than Hannibal Lecter and Will Graham from Bryan Fuller's Hannibal.
