I usually think fandoms Do Too Much with non-canon m/m pairings, however, Hannibal/Will are def an exception, along with L/Light in Death Note and (to some extent) Clark and Lex in Smallville.

I agree that some people just wanted to fetishize them. But I think other people also wanted them to be romantically involved because it would have been interesting and entertaining to watch. I understand what you're saying about representation and it's a fair point, but IME many LGBT people (myself included) also want to see LGBT relationships of all kinds in media the same way hetero people get interesting flawed and toxic relationships.
