Okay but no this prevents dialogue about how it's only the simple-minded the dumbos and the small people while racism happens in every layer - you can be smart (or intelligent, a discussion on words used is necessary as well) in many ways and some people just know when to keep their forked tongue behind closed doors. It also gets people viewed as smart (those in power, politicians) of the leash because no way someone smart would have such outdated ideas?
Racism stems partially from a lack of education, but definitely from egocentrism, laziness and a false sense of superiority.
The dumb part comes from not seeing how they're fighting a losing battle, and could be replaced with pigheadedness or sheer stupidness.
