Yes, really it's to perpetuate racist bullshit, but idk what they use as the "official" reason for it being illegal. Fraud, I guess?

Basically in the public school system here kids are assigned to go to the schools nearest where they live. Unsurprisingly, POC tend to live in the poorer urban and rural areas, and the schools there tend to be what you'd expect: limited up-to-date technology (and actual textbooks when I was a kid lol...in some classes we had to share books or get scanned copies of pages), unsafe or just very old school buildings (think asbestos and lead exposure), dangerous neighborhoods around the schools, etc. Some parents use a friend's or family member's address in a better area to afford their child opportunities they may not have where they live. It gets tricky when the school sends items to the address or the kid rides the bus and has to get to the address earlier than the bus to maintain the facade, but it's usually ok as long as the person living at the phony address is on board. Both risky and potentially humiliating tho. I knew quite a few kids who ended up at my school after they were found out and forced to transfer.

I'm shocked it's that big of an issue, and it makes this whole Olivia situation even more infuriating.
