From what I remember the joke was just another character described her as being hot with that haircut still, but more in a ‘why’d that hot girl cut all her hair off kind of hot’, then they all went silent when Penny asked if any of them had liked that short cut on her, so it wasn’t anything too mean, it just felt like an in joke about how that wasn’t one of her more popular looks
