I always assumed that Leo did not go to college, and joined the police force right out of high school.

And thus was supposed to be like 18 to Veronica's 16. Which no, doesn't bother me.

I’ve just been rewatching VM season 1 recently, and it’s mentioned that he was 20 and Veronica was 17. It definitely wouldn’t fly today with the authority position that Leo was in, Veronica even jokes in the movie about them dating being a slightly grey area considering that she was still in high school, but I guess back then that kind of thing didn’t raise as many eyebrows? Leo did come across as extremely young and boyish, and even Keith didn’t really raise any objections to him dating Veronica
