Tbh, it isn't like other athletes don't do that too. A lot of them don't even have citizenship in another country, but the Olympics allows them to compete anyway because of their rule set up. If the Winter Olympics have skiers and stuff from Africa for example, it is generally because they aren't African but allowed to compete for that country and will since they won't really have competition from that country.
