They have enough to charge him. The state attorney dropped the charges in exchange for the bail, when she told everyone she was recusing herself after it came out she and Jussie were friends.

I don't think it's a matter of not having enough to charge him. The state attorney is dropping the charges, most likely because he has connections but also because they think it will be a waste of resources as he's already doing community service, paying bail, etc. I'm pretty sure in an interview they said they do believe the charges and even believe him to be guilty.
