My goal was 25 too! I should have known it was too ambitious considering I'd read so few actual books for several years.
I'll hit 18, maybe 19? Part of my problem this year was also that I was reading a long book and while it was interesting overall it was hard to read in the morning on the way to work when I was sleepy. It probably took me like two months. I also stopped reading books entirely for a month on my commute and just read fic, haha.
If I'd read outside of my commute I probably could have made it. Oh well.
I started reading again in September now I have a long commute, before that I hadn't read in years. I've read 15 books so far, got another 5 left before the years ends. Most of them are from the Realm of the Elderlings series which is just sooooo goood, RIP me when it ends idk what I will read after that, or what could compare to the wonderful scale of it.
I've read fourteen new books this year, my goal was one new book a month so numbers wise I met the goal but only because the first half of the year I was doing about two a month. I quit reading a new book each month in august
I've re-read a handful of faves and also chrissy teigans new cookbook but I don't really count cookbooks
I love to read but have trouble finding new books that I like!

I read over 100 books this year (small volumes of poetry help to bolster the number)

Three of the books are the Crazy Rich Asians series.
I just wish I knew if I will like or love a book before I start it.
