Seems like there's a lot of possibilities. Might bottleneck their resources to try and transport everyone here, however they do it. They might not have enough space at once for everyone they want to bring in--Luceti's not all that big, after all. Or they just plain might not be planning to bring in anyone else you or I know. We might be the only ones.

A bureaucracy. [Which...might not look anything like Mildmay's government at home. Hmmm.] It's like...you set up different committees of people to decide how things get run instead of just letting one person make all the decisions. It's a little more fair in the long run, but try getting four or five people to agree on a decision.
