Edit: Trying this the hard way by joining Naver. I clicked on the button for foreigners living outside of Korea, and got a message: IP 확인이 되지 않고 있습니다. 잠시 후 다시 시도해 주세요. As far as I can tell, that says they couldn't confirm my IP address and I should try again. Or something. :/
