Creating the perfect little girl

SPICE!
AND EVERYTHING NICE!
These are the ingredients chosen to create the perfect little girls!
But the Mayor... er... "accidentally" (WINK WINK) added an extra ingredient to the concoction!
CHEMICAL X. (*coughcough*, actually ecstasy from Netherlands, *coughcough*)
AND THUS, THE POWERPUFF GIRLS WERE BORN!
...Or so the Mayor would have liked. After adding every kind of sugar and spice the grocery store carried, as well as cookies, cake, sporting goods, bullets, some expensive shoes, boring paperwork, flowers, a picture of the Pope, the eucharist from last week's Catholic mass, a puppy, a kitten, a baby rabbit (as well as other equally disturbing and random ingredients), and even several hundred dollars worth of ecstasy pills to a pot in his kitchen, there was a horrific explosion accompanied by large amounts of smoke!
"Did it work? Did it work?"
And once the Mayor finally finished waving all the smoke out of his way, he saw an unfamiliar silhouette standing in the doorway to the kitchen...
