A: Phase change!

Pouring steam on the persons head isn't gonna be very nice... or effective. Thus one should use water that is below 100 degrees Celsius! Also, ice cubes may hurt when they hit the persons head, and also aren't very effective at cleaning hair. So it needs to be water warmer than 0 degrees too. Of course this is all assuming that the atmospheric pressure is at 101.325 kilopascals! :P
