Appearance: Seemingly in accordance to his nickname as a Mibu Wolf, Saitoh has narrow wolf-like amber eyes, giving him the look of a villain. His pointed features and gaunt cheeks further contribute to the effect. He has short black hair that is combed back with four thin bangs left at the front of his face. Saitoh is also quite tall compared to other Japanese men, standing at about 6 feet tall and weighing around 156 pounds despite his lean frame. He wears the official police uniform that consists of a black top underneath a dark blue shirt and pants. His blue shirt is usually untucked, held in place by a buckled back belt. He completes the outfit with black boots and his trademark white gloves.

Personality: Saitoh, like the leading character of the series, is a man with a past. Despite this, however, he does not find himself angsting over things or going vengeful over his lost allies like most others. He is calm and collected with even a snarky sense of humor, despite how dry it is usually. Saitoh holds steadfastly to his one philosophy in life, "Aku. Soku. Zan." which translates roughly to "Kill. Evil. Instantly." He will ruthlessly kill anyone who threatens to disturb the peace of the country, be it ally or even best friend. Saitoh will manipulate, kill and deceive to uphold his philosophy.

Determining whether he is actually cruel or not would be difficult as he seems completely unfazed by all the evil he has done in his life while still aiding Kenshin time to time, even when he does not have to. He even spares some of the ex-Battousai's friends from his philosophy, even if it is still questionable whether he did it out of kindness or not. While he seems cold and cruel, perhaps there is another side to Saitoh we have not yet seen. After all, the mystery of how a person so ruthless like him ever got himself a wife has not yet been solved.

Abilities/Weaponry: Other than his philosophy, Saitoh is also known for his signature fighting technique, the Gatotsu. The initial stance is with his katana on his left hand and his right hand poised just above the tip of the sword. He leads off the attack with his right foot, stabbing his opponent horizontally using his left hand. There also several variations to this technique, namely the first, second, third and zero stance or Ishiki, Nishiki, Sanshiki and Zeroshiki. The last stance, or the zero stance Gatotsu, is the deadliest of his attacks, attacking powerfully at point blank with no running necessary. Saitoh is very powerful in that he is the only person who has not yet been defeated by Kenshin.

Weaknesses: Because of his single philosophy on life, Saitoh is extremely narrow-minded; classifying people into good and evil based on whether they are a threat to the peace of Japan or not. Saitoh is not exactly the friendliest of people either.

History: Saitoh was the leader of the Third Division of Shinsengumi, otherwise known as the Mibu Wolves or Miburo. He is supposedly one of the strongest in Shinsengumi alongside with Okita Souji and Nagakura Shinpachi, having developed his own technique from the group's Hira-Tsuki or Horizon Attack. It was then that he acquired his philosophy, the "Aku. Soku. Zan." which is the motto of the Shinshengumi, which he holds onto until now. Saitoh first met Kenshin, who was still the Hitokiri Battousai, on the night of the Ikedaya Incident where their fight ended in a draw.

After the Revolution, Saitoh moved on to work as a special sword-wielding police officer for Kawaji and Okubo to maintain peace in Japan. He also got married during this period with a woman named Takagi Tokio with a son named Tsutomu who is three years old when he found himself in Paixao.

Ten years later, Saitoh visited the Kamiya Dojo where Kenshin lived under the name of Fujita Goro, claiming to be a medicine vendor. He left after severely injuring Sanosuke and leaving behind his calling card to get Kenshin's attention. On their second meeting, they sparred again, the fight ending in a draw when it is interrupted by the arrival of Okubo. Even if they certainly got off on the wrong foot, Saitoh and the Kenshingumi then worked together to defeat the Juppon Gatana and Makoto Shishio.

After the whole ordeal with fighting Shishio, the four of them, Kenshin, Aoshi, Sanosuke and Saitoh tried to escape the crumbling construction. Saitoh was separated from the rest of them when the bridge collapses, and ignoring the shouts from his allies, he turns back towards the building and walks back to find another escape route. Dodging the falling rocks was hard enough, but the debris covering everything makes it even harder to escape the place. When he finally managed to come out to safety, he finds himself in the middle of a forest. In the far distance, the domes of Paixao glitter beckoningly...
