You mean David? He just evolved. And he doesn't stare. He observes.
[He shifts the screen to the Politoed, who is sitting in a large basin of water. Slowly, David's head turns until he's staring at the screen. Those large eyes become even wider. He seems pleased to see you, Cobra Commander.]

David evolved. Of course he doesn't look the same. And observing can often be mistaken for staring: it involves focusing with your eyes as well as other senses.

It doesn't always go by looks. How do you explain Magikarp evolving into Gyarados? Besides David was a Poliwag before, which is a tadpole pokemon; he evolved into Poliwhirl, also a tadpole pokemon, briefly before becoming a Politoed, which is a frog pokemon.
It's the same as how frogs grow on Earth.

David engages in swimming on a daily basis, enjoys hopping in his new form, and is particularly vocal about what he wants for dinner. He also likes to ride in baskets and bags when he isn't being an impressive athlete.
