Personality:
When he was very young, France was an extremely gentle and generally agreeable person. At some point while North Italy spent a period with Ancient Rome, however, France developed at taste for conquest and power, and he, like the rest of the young European Nations, fought over the land and resources in countless wars. He's gone throught the ups and downs of empire as well as the slow disillusionment with war, the latter heavily intensified by the World Wars. Currently he dreams of a quieter, more cooperative Europe, but he is unwilling to concede any of his own power to others.
Flamboyant, suave, and endlessly sensual, France enjoys reminding the world around him exactly why he's known as the "Nation of Love." He sees himself as the cultural capital of the Western world, especially in fashion and cuisine. His captial is the "City of Light," and, thus, France is a generally cheerful individual, quick to smile and full to the brim with creativity and artistic flourishes. He isn't exactly optimistic, however, and is quick to jump to the worst conclusion when things don't work out how he planned.
France is the sort of person happiest when he's around other people and, hopefully, the center of attention. He loves to teach things to other people if they ask (and, sometimes, even if they don't), and he likes to be able to dote on small children and cute animals. He gets along well with most people, enjoys both large and small social gatherings, and loves to cook for others. His main hobbies are those of earthly pleasures, but he also enjoys the occasional quiet, down time when he can pamper himself.
Although he is rather intelligent, France also extremely opinionated, and the strength of his personal opinions upsets his ability to see the big picture. He speaks and thinks exclusively in French even though it appears that he can clearly understand and read in other languages. Even though he gets along with most, he keeps even close friends at a certain distance; he trusts people as far as he can throw them. Extremely adept at reading the motivations and insecurities of others, Francis is hard-pressed to figure out himself beyond the basics.
Strengths:
France is the sort of individual who doesn't do things by halves; he aims to be the very best at whatever he endeavors to do and be. He is a self-motivated individual and an independent thinker not easily influenced by others around him. France is most at home with creative activities like fashion design and dance, and he is extremely talented in cooking. He is well-attuned to the needs and desires of others around him, and he likes nothing more than to see everyone else happy and satisfied. Part of the reason he refers to himself occasionally as "Big Brother" is because he enjoys taking care of others.
Weaknesses:
France can be rather lazy, especially if he doesn't think that the situation is worth his perceived caliber of intelligence and/or skill. He teases others without much provocation, but he takes offense at being even mildly teased himself. He is hypercritical of his own and other's physical appearance, and he tends to take greatest offense when served ill-prepared food. There is a particularly violent and cruel side to France that comes out most often around England with whom he shares a long-standing rivalry.

[The video focuses briefly on him before he turns it to Marianne, who is sleeping on a puffy cushion.]
At least the technology here is not as deficient as the fashion industry.
[Sounds off-screen indicate that he is tickering with something.]
But the lack of fashion industry! Surely someone in this world must realize all the money and beauty this place is missing out on!
Isn't that right, Marianne?
[The Vulpix blinks awake, yawning widely before staring just above the camera's focus, her tails alert.]
Yes, you know when I'm talking about you. You're my pretty little lady, aren't you?
[His hands appear in the screen and he ties a large cream ribbon around Marianne's neck in a puffy bow before smoothing her fur with his fingers. Marianne preens and vocalizes a long, high Vul~.]
Beautiful, baby. Simply beautiful.
Third Person Sample:
The problem was not that France had never heard of Pokemon. In fact, he had played the first generation, and it had been quite interesting. He had even enjoyed the game, especially the designs of the characters and creatures and the huge amount of thought put into the entire structure. It had been quite lovely, really, and a great way to waste time on the Metro on the way to and from work.
In the end, though, he never would have chosen to live in the world in the game, no, not at all. It was a patentedly crazy world, and he had no idea what kind of government ran it. There was no structure of politics or notions of universal morals, at least from what he had gathered, and there was certainly a complete lack of fashion industry and little to no idea of competitive economics. It was an overall utopian sort of world despite that Team Rocket thing (and they seemed pretty vanilla anyhow), and that creeped him out to no end.
It went to say that France had been upset to wake up and find himself, well, here. It was also fair to say he went into a shock-like state, doing what the lady downstairs ordered him to do, picking his first pokemon, and then heading out onto the road. He walked for a while, Pokeball still in hand, shellshocked, until -
"PIGDEY!"
He felt like crying, he really did. Why was this happening? What had he done to deserve this?
"PIGDEY!" the creature screamed again, angrily fluffing at him.
...At least he had played the game. France fumbled with the Pokeball for a moment before throwing it. There was a red flash of light and a small, fluffy creature with reddish fur appeared.
"Vulpix," it announced in a decidedly demur voice.
Oh. Against his will, a watery kind of smile lifted his lips. At least he hadn't been jipped on his first Pokemon. This one was... adorable. Oh. It's little face was so cute, and that fur...
"Vulpix?"
France rubbed his hands together before pointing at the Pidgey. "Attack it, Marianne!"
At least one thing had gone right today.
