Why do I have to deal with sentences like this at work?
Data from the National Center for Educational Statistics (NCES), which found that Latinos enroll in Pre-K at Rates consistantly lower than White and Black Children.
There are no typos in that sentence. Yes, the word "rates" is capitalized. No, I do not know why. It just IS. Never mind the use of "which" or the misspelling of "consistently", this whole report is filled with seemingly random capitalization.
WHY?????
