Yes, this Digital World is quite different both from yours and mine. While most other Digital Worlds seem to be connected really to one 'plane of existence' this one isn't; it's connected to every universe and timeline ever. A digital hub of the multiverse of sorts.
This world is also ruled over by what many refer to as a 'god', Yggdrasil. That entity is the one that has called everyone here from all walks of life to defeat the Demon Kings which threaten this world and restore balance to it. Of course it's not quite that simple. Like I said, this world draws in all types which means that not only do we have to face the Demon Kings and any 'corrupt' digimon, but also any rogue tamers.
We've also all been infected with a virus. It's not deadly, at least it hasn't been yet, but the effects of it are somewhat...undesirable. The virus changes small pieces of our coding to effect us in bizarre ways, such as the time everyone was prone to bursting out into song and dance, or when we switched genders...not fun.
Anyways, I should probably elaborate more on the Demon Kings. They're what I like to think of as the digital manifestation of the Seven Deadly Sins, a Demon King for each sin. They are all extremely powerful ultimate level digimon and at this point are practically untouchable. They can blend in as humans, read anyone's heart, in some cases alter peoples memories...and they can also claim you for their own. They have the ability to mark you with a Demon Seal which makes you more susceptible to the sin they embody, and in the long run can completely control you.

A digital 'god.' Hrn. There were beings in our reality that claimed the same; nothing more than overgrown, overpowered Digimon with delusions of their place in the world.
However, in this case... Based on how you describe matters, I would probably equate this "Yggdrasil" to an administration program. It would require more information, but given the seemingly random manner in which people are drawn in here, I wouldn't expect this to be like any sort of pre-ordained "destiny."

Unfortunately not. And, actually, to be honest? That old agent of the D-Reaper is...well...insignificant when compared to other threats. Of course, that is a personal and somewhat bias opinion, but if you find time to read through the backlogs you'll see what I mean.

However from my understanding a link to it's original source is required to actually cause wide-scale damage like it did in your world. That link is completely severed here, so what we're dealing with isn't the D-Reaper as a whole, but rather one stray agent.
If we are but code and data here, and the D-Reaper exists in ANY form, it could still be analyzed. If it can't evolve on its own, there's a possibility that certain parties could gain information from it that wouldn't exactly be to our advantage.
Beyond that, we can't say for CERTAIN what all it's capable of unless we got our hands on it.
...That thing isn't the only thing about to leak information on us. These D-comm's have a habit of choosing the most inappropriate time's to malfunction.
I'm not saying it's not a threat, merely that a gay alien that can steal peoples hearts and warp their minds, or a telepath that can evolve into a dragon about, oh, 3 times stronger than any Perfect digimon are a bit of a more...immediate threat.

Well, the simplest way of putting it is a Tamer's task force. Basically protecting both tamers and digimon from the various threats in this world, no matter what form they take. There are currently 2 branches; one at the Royal Base and one in Neon City. There are also both Primary and Secondary agents. Primary agents, such as myself, are put into units and tasked as such. Secondary agents are called upon whenever needed, however they are not a part of a specific unit.
A good assessment of it would be the Digital Worlds version of the Power Rangers, only without the cheap effects.

It actually surprises me that I don't mind DATS as much as I do. I have something of a vendetta out for military and government agencies in general due to events in my home world, but to be honest I find DATS to be much more fair and open than I had suspected. I am still always wary of any form of military or government, but I don't accuse so quickly any more.
I am quite well aware of that, and were you not able to realize your mistakes and redeem yourself I assure you I wouldn't be quite as amicable as I am right now.
Digimon in any form have been deemed an illegal presence and are to be executed on site, and any human shown to have any sort of contact with them is a criminal. Our governments extreme views have split the country in two and radical action has had to be taken to ensure equality for all beings. The last time I saw one of my best friends back home he was being dragged away in handcuffs, and I myself am a wanted man. You put a few extremist idiots in office and you end up with chaos. It's been a year and a half since I've been home...I only hope that things have changed for the better.
...Would have made a great continuation OVA for older audiences in your world probably. I wonder why Toei never took advantage of a storyline such as that.
