What sort of technology exists in this day and age to heat living quarters?

A down-filled comforter might help -- they are popular in Northern Europe. However, they trap the body's heat. With no heat to trap, they may be ineffective.

I would consider a heated electrical mattress pad. That will give the comforter something to trap.

Otherwise, though, I am told they are safe if used correctly -- safer than things like space heaters, for example.

Depending on the construction, yes -- they have been known to burn houses down.
