It is not uncommon knowledge that Sacramento is a flood plain so if a little rain frightens you then its time to move people. The whole city is terrified that we’ll be New Orleans if the rain continues…6 inches of rain falling from the sky in 3 days is not the same as being swallowed by the sea.
