2 days and $220 later, we figure out the mobo itself was bad, and it was giving the error code that said bad gfx card. Kill me fucking now.
Now I have to mail the mobo back, wait for them to determine it's bad, then wait for the replacement to come back, and reinstall that. Until then, I have my old parts back in.
