Men do it too. I saw a guy on the underground and 90% of his boxer shorts were visible. I had to spend a lot of energy restraining my self from telling him to pull up his trousers, and did he know that everyone could see his underwear (obviously he did know that).
Yeah, the skater/gangsta boy 'my trousers are millimetres away from falling down' look I don't get much! But I know I get paranoid about my trousers riding down my hips at all, and I'm glad there are some people who just don't give a shit, cos I want to be more like that really.
But the thing is they really do give a shit. This is the look that the actively want - at least some of them. Bum cleavage has been around as a fashion phenomena for the whole of this decade, and I want it to stop!
I don't mind seeing people's naked bodies, it's only when people are partially dressed that their nakedness is irritating to me.
