No, you don't have to be a hugely prolific writer or a BNF to come. You don't even have to be a writer. If you read and send feedback, post recs, provide beta services, you are welcome. It's a chance to mingle with fanfic writers you've been reading and other readers and active fans, and I can tell you from experience it's a lot of fun.
