My first ever tutorial...
OK I havn't ever written a tutorial before, so any comments would be greatly appreciated...
We're going from

First, take your image, (preferably black and white, this does work on some coloured images, but black and white shows the effect more) and crop and resize it to 100x100.

Then I used this brush by heartthepretty and set it to overlay with an opacity of 30.
->
Next I rotated and slightly enlarged this brush by filipinoz_rule and set it to screen with an opacity of 40.

And finally I copied the base, moved it to the top and set it to overlay with an opacity of 30.
