You can order the December 17th issue of Billboard online right here, and they ship internationally. Regular Edit - BLI-12/17/2005 is listed as the product - the Dec. 17th issue - so you should be good to go if you want to do that.
I just emailed back and forth with our ad rep at Billboard and he says yes, the issue will be widely available on the 10th (when stores get their shipments in is another matter). It's the issue with Jamie Foxx on the cover.
Additionally, here's an exact quote from the ad rep's email:
"It's out tomorrow. I got it today and the ad looks great!"
