It would probably be worth my inquiring how the management company handles complaints. The neighbors are people I already suspect of pushing cigarette butts through the cracks of the balcony floor, where they fall onto my balcony. (Either that, or some other of my neighbors has really good aim.) I don't want them to know who it is who's complained.
It woke me up, darn it, and yet, who am I to deny these people a 1:30 am cup of tea? People ought to be free to use the kettle of their choice in their own apartment. That's why it's a ridiculous situation.
