It's pretty obvious he's a newcomer -- he's wearing the usual white cotton pants they have, though he is also wearing a very purple overcoat as well (not that it's helping him keep warm much), and he seems lost. [Dilandau has absolutely nothing better to do besides get drunk at the bar, yell at some villagers, and then wander into the forest. He doesn't know which is worse: the filthy little town with all its idiotic inhabitants or the disgusting nature scene he's now greeted with. He despises nature.

Then he sees Oswald, dressed in those familiar white cotton pants, muttering to himself like the village idiot. He's bored, so he decides to bother this silly looking new person.]

[Had he been in a better mood, the ping he's getting off Dilandau might have interested him at least a little, but he's in no good mood at all. Besides, when Oswald sees the look on his face, it just makes him more irritated.]
