The Doctor is always going to be the older and wiser party, even to characters like Jack who are a) technically older than him and b) have seen nearly as much.
Aside from all the essaying we have previously done, this weekend it came down to; Jack is essentially a soldier. He wishes he wasn't, but he is. The Doctor is his commanding officer, has been ever since they travelled together as Ninth. Obviously when the Doctor's not around it's much easier to ask for forgiveness than wait for a go-ahead, so he doesn't usually. But in the end Jack understands self-sacrifice and he respects the Doctor's right as the leader, the general, to choose who sacrifices what. Which is why he's maybe not nearly as angry about the whole thing as everyone else is.
Also, Jack may have lived for a lot longer, but most of that was while buried alive. The Doctor's still got a good 700 years of experience on him yet.
