TM 286--Under what circumstances, if any, is it okay to break the law?

That one's easy. When you're doing the right thing.

I know that those words sound kind of subjective, but they're not. Not really. Everyone knows what it means to do the right thing--it's what's best for the world around you, and the people around you and all of that--along with staying true to yourself. I mean, honestly? Following the law is not always the right thing to do. Not to belabor a historical point or anything, but I'm pretty sure you can all think of some bright, shining examples where the law was just plain wrong. I know I can.

And not even necessarily historically. I mean--technically? I break the law every time I put on a red suit and race out to catch Captain Cold or Mirror Master, or take care of some kind of League business. I'm not a cop or a member of some law enforcement agency (though, I guess you could say that the League kind of counts, but we don't have the sanction of all the nations that we go to to stop bad things from happening to people). But as the Flash--I do the right thing, and the League does the right thing, and so even if we're technically acting against the law, it's okay. The law isn't necessarily the be all and end all of what's right.
