Character Background: Loud Howard is an engineer who works at a company known as Path-e-tech, located in Seattle, Washington. He is best known for being loud. Loud Howard is almost always seen at the office. He makes loud remarks through most of the episodes and tends to agree with the common opinion of whatever anyone else thinks. Howard doesn't know what he likes and votes for whoever is the tallest.

In Episode 2, the office goes on lockdown in order to prevent information on the development of a new product from leaking out. Howard is brought to the boss after the work environment changes into a “martial law post apocalyptic nightmare” setting. He's accused with several others on his team for leaking company secrets. However he gets off because no one can see Howard doing anything that's not loud, which hurts Howard's feelings and implicates Dilbert, a co-worker. This is also when it is proven that Howard is still loud even through a gag.

During Episode 3 Howard's group competes against another engineer department with a strict female leader, to create the prototype for the Gruntmaster 6000. After stealing an idea from Dilbert, The leader of the other department hosts a seminar to reveal her prototype. Dogbert, Dilbert's dog sabotages the seminar by showing a picture of Dilbert in the bathtub. The entire company expresses their disgust by rioting and chasing after her. Howard is part of the mob and yells at one point that this has ruined sex for him forever.
Loud Howard doesn't show up again until the seventh episode. Everyone in the building mutates in bizarre ways due to the toxic work environment. Howard however loses his voice and everyone cheers. Path-e-tech tries to relocate to a new building but they can't afford the rent in the new place they so the company just moves back to the old building. By the end of the episode everyone's become immune to the toxic workplace and Howard has his voice back by the next time we see him.

In 8th episode, Loud Howard and the rest of the employees are treated to a vender conference with food. Dilbert, Alice, and Wally are found in the conference before anyone else can get there. Howard screams about why the food is gone because nothing is left for anyone else. Standing accused by the whole department for eating the food and being greedy the trio try to figure out what's going on. Dilbert stumbles across a tiny person while trying to get the last dry erase marker from the supply closet.

There's a meeting which Howard attends about the rash of thefts in the office. Dry erase markers are the item mostly disappearing and it's ruining the company. The staff is asked what they think and Dilbert mentions the little people. Loud Howard states that he is afraid of little people because they can climb in your mouth. It's later found out that tiny people are in the office who have literally been downsized. When Dilbert tells the others about the little people, Howard runs screaming out causing ceiling tiles to fall. The staff hires a pied piper/exterminator to try and get rid of the little people. After the flute fails, the piper tries poison which he pumps into the building with the staff still there. The little people get high off the experience while the staff suffers. Now discovered, the tiny people run amok in the office and order more markers. The crisis is eventually solved by Dogbert.

In the 9th episode, Howard attends a meeting with his co-workers to talk about how to pollute or "advertise" in space. Dilbert drinks from the cup of the Pointy Haired Boss (he has no name) which makes the other engineers freak out because he's infected with manager DNA and will lose 'the knack' or basically intuitive engineering abilities. The advertising idea is to make a massive banner in space which Dilbert has a role in designing. Unfortunately because Dilbert is off his game, his idea knocks all of the satellites of the world out of orbit and destroys civilization. Eventually Dilbert fixes everything and civilization returns to normal.

In the next episode Howard and the rest of the team along with an assortment of random misfits are assigned to debug the old Black Betty Mainframe. They are forced to rely on Wally who is not known for doing very much. Howard proclaims them doomed and the team tries to debug the mainframe. Eventually with the help of a hypnotized Wally, they find the code needed to reprogram the mainframe. However the mainframe starts to overheat while they're fixing the code. It explodes but no one knows if the fix worked. The Pointy Haired Boss or PHB announces at this time that the company decided to just skip the year 2000 until 2001.

Again Howard disappears in the Dilbert episodes but When Wally has a birthday, Howard asks if the rest of the employees can have any of the cake. Wally denies everyone cake but allows everyone play with his gift which is a disc. Asok the intern throws and Howard catches in his teeth. Although minor, it should also be mentioned that Howard has also been feed dog biscuits like a dog when he has asked to be treated like a human being before.
During the Dupey episode, Path-E-Tech has been marking a product called a Dupey which is supposed to be very cute. However they don't exist yet. Howard attends a meeting where a marketing executive is going to tell them about the Dupey but he sneezes the flesh off her. The PHB announces that they're responsible for creating the Dupey. The team gets to work to develop the creatures and succeeds in making a very cute furry creature. Howard faints several times when the first dupey comes off the assembly line from its cuteness. However, as the dupeys start to get older they lose their cute looks which cause sales of them to drop. In a follow up meeting for the Dupey project, he sneezes the flesh off another marketing executive and emphasizes that they aren't cute. Initially it's decided that the dupeys will be made into a food source but when that fails because the dupeys plead for their lives and are ugly, they're sent to the dump. The dupeys decide to leave the planet after this to look for a world where they won't be persecuted.
When the PHB decides to merge Path E Tech with another company to get rid of the surplus of money. Howard is placed in a sound proof cube until after the merger, except no one puts air holes in the thing and he ends up having to be saved by his co-workers. Asok proclaims that he's not breathing and ends up getting his head stuck in Howard's mouth for the rest of the episode until Alice returns and ejects Asok. Howard wakes up and takes his seat again at the table in the meeting. He also suggests during the meeting to decide what to do with the money, that they make a product to help keep your fillings in while you talk.

In The Hunger Episode Dilbert creates a tomeato; part beef, and part tomato plant to help feed impoverished nations. At the meeting to unveil the tomeato, Howard collects a glove which falls from the ceiling when he talks and spends the rest of the episode looking for the other only to have the Pointy haired boss give it away to Wally as an award of achievement from the lost and found. He finds the Tomeato creepy and doesn't eat it. He is not the only one as the third world country Elbonia, where Dilbert tries the food doesn’t like it at first either.

Loud Howard has a minor role in The Offsite meeting which is being held because the company is sued by a dentrophile trying to protect the trees. The group has the meeting at Dilbert’s house which at the time is being used to hold a pet elephant. The meeting slowly unravels into a paintball tournament with no food. Asok comments that this is usually what happens when they do this. The dentrophile suing the company hits the elephant causing it to crush Dilbert's house and die. Dogbert appears in time to solve everyone's problems. Everyone eats the elephant.

The next time we see Loud Howard is in The Return. Dilbert orders a new PC and has it delivered at work. Howard asks to touch Dilbert's new computer after he washes his hands but all are disappointed when the new system comes and it's the wrong one. So instead of working the employees go on the adventure to return it at the company, Comp U Comp. The entire factory is run by a massive computer titled Comp U Comp that believes it is superior to all humans. Upon meeting Comp U Comp Howard immediately throws himself down and offers himself as a servant. Dilbert challenges the Computer betting everyone's brains on being downloaded if he loses. He calls Dogbert to bring some games but ultimately Dogbert saves everyone by pulling the plug on Comp U Comp. This causes the world to stop and for everything to crash together as the computer apparently controls everything in the world. Eventually they retrieve the computer and leave.
In the next episode the team is burdened by a lack of space and old technology. They go on a hunt to find an empty cubicle to abandon the equipment. In order to stop others from finding it they put a name plate on it, "Todd". Howard remarks during this episode that he is afraid suffocating in his own waste. Todd ends up heading the team's project and everyone uses it as a chance to goof off. However after Todd becomes too popular and powerful they're forced to kill off Todd in order to get Wally back who was fired. When the group ends up going to jail for killing Todd, Wally makes a phone call pretending to be Todd and saves everyone.
In Episode 27, Dilbert gets pregnant via a probe he launched. No one tells Dilbert that he's pregnant and due to the female hormones he's given in order to keep the child, he starts acting like a woman. This causes Howard and the other engineers to find him to be bizarre. Meanwhile the company health plan is restricted to only going to an Italian restaurant for medical services. Maternity leave for employees is completely eradicated as well. Since Dilbert is acting strange, he's sent to Catbert, the director of human resources. Catbert tests him and deducts that he's become a woman (basically that he behaves like a woman not that he actually one). Of course this news panics Dilbert and he goes around the office asking the other male engineers what they're wearing. Howard fails by asking if he's wearing loud colors.
After confirming that he is indeed pregnant, Dilbert tries to talk to the Boss about maternity leave. The PHB basically says he'll fire him when he gets too far along and that he can't hold the secret in. Dilbert agrees to let him tell one person, so he tells Loud Howard. Loud Howard yells it in surprise for all of the office to hear.

Abilities/Special Powers: Loud Howard can fit a man's head in his mouth, his voice is so loud that he's been known to cause stuff to fall from places where it's poorly secured and in one episode he blasted the flesh off several people from marketing with a sneeze. Needless to say, he is also REALLY annoying and doesn't seem to have volume control.
