[Seven's communicator is showing the Place de Concorde doing the panoramic photo shoot bit.] In the late twenty first century, there had been a war on a scale unlike any that had happened in the past, thereafter termed the 'Third World War', involving the nuclear weapons that were the most dangerous weapons of the time. Paris had been hit hard but in the Reconstruction, the denizens worked hard to restore the city to its former 'glory'.
They built the 'Palais de Concorde' on this sight and it would become the seat of the then future President of the Federation [Who ended up being Jonathan Archer, but let's not mention that, ok?]. Curious, to go back before and see it.
